Dr. Julie Elginer is an Associate Professor at the UCLA Fielding School of Public Health. She teaches courses in Healthcare Financial Management, Healthcare Marketing, Reproductive Health Advocacy, and Healthcare in International Perspectives, consistently ranking in the top 3% of faculty in teaching evaluations. A multi-year recipient of the PHSA “Outstanding Teacher” award, a two-time UCLA Distinguished Teaching Award nominee, and coach to national championship case competition teams, she was selected as an inaugural fellow for UCLA’s Dialogue Across Differences initiative—engaging with faculty across law, medicine, art, and sociology to foster constructive dialogue in the classroom. She also serves on advisory committees for the UCLA Barbra Streisand Center for the Study of Women and the UCLA Bedari Kindness Institute.

Prior to academia, Dr. Elginer spent over a decade in strategic leadership at Abbott Laboratories and Amgen and is the founder of Elginer Advocacy Group. A recognized leader in health policy, she has conducted legislative advocacy for nearly two decades on maternal mental health, human trafficking, and reproductive health equity.

Her civic service includes appointments to the Dental Hygiene Board of California by Assembly Speaker Robert Rivas, two gubernatorial terms on the California Board of Chiropractic Examiners, and Chair of the Calabasas Parks, Recreation, and Education Commission. Dr. Elginer’s recent honors include the 2026 Carthage College Distinguished Alumni Award, the 2025 UCLA Bruin Excellence in Civic Engagement Award, and board leadership for CASA of Los Angeles County. She holds a DrPH from UCLA, an MBA from Maryland, and a BA from Carthage College.
